SUGGESTED NEO KIT CONTENTS

SEOUL (USFK) Oct 6, 1999 -- If preparation is the key to success then having a good Noncombatant Evacuation Operation ready kit is the key to having a trouble-free evacuation should the need arise.

In the event of an evacuation being ordered by the Department of State, there is usually very little time to get packed and ready, therefore a contingency NEO kit should be packed and kept ready at all times.

A good NEO kit should consist of a sturdy backpack containing a NEO packet or folder with documents required by the noncombatant family. These documents include papers to prove eligibility of every family member for evacuation support. Such documentation includes:

Military identification card
U.S. passport
Birth certificates
Marriage certificates
Alien registration cards

Other documents that should be included are documents that will be required by the family to reestablish a household in the continental United States after the evacuation. These documents would be difficult or impossible to replace. Examples include: financial records, insurance policies, powers of attorney, wills, shot records, school records, proof of ownership of household goods and automobiles and orders assigning the family to Korea.

Additionally, standard forms provided by unit NEO wardens to facilitate evacuation and repatriation should be completed and maintained in the NEO packet.

The emergency supplies in the NEO kit should include:
A three-day supply of lightweight, high energy, ready-to-eat food such as commercially available camping food or MREs, peanut butter, cheese and crackers, Graham crackers, Pop Tarts, pretzels, canned tuna and salmon, rice cakes, Granola bars, instant breakfast bars, single-serving boxes of cereal, Trail Mix, dried fruit, puddings, nonfat dry milk, UHT milk, and vegetable and fruit juices.
Bottled water or canteens
A three-day supply of baby formula, diapers and other baby hygiene items, if needed.
Toiletries
Blankets or sleeping bag and extra seasonal clothing
A 30 day supply of prescription medication
First Aid Kit
Flashlight, small radio and extra batteries

In the event of an NEO situation noncombatants should also carry with them about $100 and 30,000 won in cash for emergencies, checkbook and credit cards.

The United States Forces Korea Pamphlet 600-300, Emergency Evacuation Instructions for Department of Defense Noncombatants, or the U.S. Embassy?s Emergency Action Plan handbook give in-depth instructions regarding the NEO kit and what to do to prepare for a NEO situation.
