C'mon, "imposed by the Clinton administration"? As if he ruled by fiat. CAFE is part of the 1975 Energy Policy and Conservation Act (EPCA). Only congress has the power to change it. Cute rhetorical trick. Try for something more substantial. I don't have much time, but a quick googling brings up some "speeches" from the 1992 election from ibilbio.com. I put speeches in quotes because they don't provide any documentation of when or where they were given that might be used to verify them. That aside. In this (http://www.ibiblio.org/pub/docs/speeches/clinton-positions/energy.txt), the Clinton campaign advocates raising CAFE to 40-45 mpg. In this (http://www.ibiblio.org/pub/docs/speeches/bush.dir/b48.txt), Clinton and Gore are attacked for the same. I don't take these texts as gospel, but I think it would be hard to say that Clinton proposals were less ambitious that Bush ones.
