Considering the high-profile Republican wins and Democrat losses in the last election (2002), the issue you're bringing up seems to be a moot point. The reality is that even though President Bush's legitimacy was questionable in January 2000, it's been a done deal since 9/11. The sooner the Democrats realize this, pull themselves together and get organized, the more of a chance they'll have of defeating Bush in 2004. But at the moment, that seems quite unlikely.
