It talks about the potential of fuel cells to revolutionize the car industry.  I'm
glad to see the gov's putting some money towards making it possible.

Here's a small excerpt:
                     GM engineers contend that fuel cell technology provides an 
extraordinary design platform,
                     the likes of which has not been seen in the 100-plus years of the 
automobile's history.
                     Because fuel-cell-based vehicles would be powered by electric 
motors, rather than internal
                     combustion engines, GM engineers see them as a means for 
streamlining the appearance and
                     the manufacturing of automobiles. Ultimately, the company's plans 
to integrate fuel cells with
                     by-wire technologies would eliminate engines, transmissions, 
steering columns, brake
                     linkages, master cylinders, hydraulic fluid lines and reservoirs 
from vehicles, enabling them to
                     pack all functional components in an 11-inch-deep "skateboard" 
that would serve as the
                     platform for a variety of vehicle bodies.
