The Bush administration says of Iraq that most of the people working
for the police and security agencies either are incompetent or will
not do what the government wants.

Suppose the French government is correct in thinking that the Bush
administration description applies equally well to the other Arab
dictatorships.  In that case, a US invasion and occupation of Iraq is
a waste of US money and of lives, and harms the attempt to prevent
more terrorist attacks.

I am not claiming the French are correct; I do not know.  But it is an
argument that should have been discussed in the US a year ago but was
not.  (I think it is too late now.)

It is not a question of being impartial.  It is a question of
figuring out which description of the world better fits reality.

Suppose you are partial to the US, and you also think that the Bush
administration's description of Iraq applies to other Arab
dictatorships ... then what?
