How about the argument that singling out the Holocaust as something in a special category of horribleness rather than collecting it with other instances of state-sponsored mass killing of humans means that such events are likely to be misunderstood and so more likely to occur in the future? It seems to me that the Holocaust is very much part of a spectrum of such horrific misuses of the power (the largest probably being the mass deportations to the Soviet gulag), so if there are going to be special laws restricting what people can or can't say about such things then they ought to apply to all such atrocities.
