Ummm...... When George H. W. Bush was President, he had essentially no way of knowing about Saddam's actions for the next ten years.
OTOH, one could argue that if GW1 was necessary because of Saddam's actions, leaving him in place pretty much guaranteed that he'd eventually try something again.
