This is pure Barbara Streisand.
The agreement specifically states that the DPRK is not to build nuclear
weapons. We now know that the DPRK has been assembling nukes since the
late 1990's. Colin Powell was either taken out of context, or else lying
to a very specific audience.
The fact that the yellowtimes could even suggest that the DPRK has upheld
its agreement tells you all you need to know about the quality of their
analysis.
