Actually, its a reflection of the US's understanding of the UN charter.
Robert Chassel had an excellent summation of the difference between 1441
and 242.  In short, 242 was never intended to be enforced by outside
parties.

The US is very consistent.  Clinton convinced Israel to make unprecedented
concessions in order to implement 242 on the West Bank.  Unfortunately he
could not convince Palestine to implement 242.  Any suggestions on how he
could force them to do it?
