"Chief U.N. weapons inspector Hans Blix says Iraq's destruction of banned al-Samoud 
missiles over the past several days constitutes what he calls "real disarmament." 

Mr. Blix, speaking with reporters Wednesday afternoon at the United Nations in New 
York, said the inspections process is close to being what he termed "fully 
operational." He said he would like to have airplanes with night vision to better 
assist the inspectors.
 
Still, Mr. Blix said Iraq has done a better job cooperating with the inspectors. When 
asked what kind of a threat Iraq poses, Mr. Blix said Baghdad's weapons capability is 
smaller than after the Gulf War in 1991. Mr. Blix is due to report to the U.N. 
Security Council Friday on Iraq's compliance in the inspections process. "
