I'm more curious as to under what circumstances you feel certain countries -should- be allowed to have nuclear weapons, and why. Are there countries that you're not 100% comfortable with possesion of nukes, but would accept it under certain other conditions?
Simple.
We can have them, because we're the good guys.
Our allies can have some, as long as they have sufficiently fewer than us that they're not a danger to us in case someday they change their minds about being our allies.
