You made an excellent case for the UK developing capabilities to project power, but you didn't give any evidence that the rest of Europe was doing so, which makes this last statement look like a big leap to me. Since you said it takes a long time to develop such capabilities, then the rest of Europe should have already started preparations similar to UK's.
