Drug enforcers get *paid*. They actually profit from fighting.
Iraqi soldiers have two choices: 1) fight for a guy they hate
while their families starve, and get their butts creamed by
the US anyway, or 2) surrender, and maybe things will get
better... *if* the Americans actually go all the way this
time. If we don't actually fix things in Iraq this time, their
surrender will almost certainly lead to agonizing death.
