That's as silly as saying "All men are potential
rapists."  Just because *a few* men are vicious
animals who need to be shot or gelded, should we label
the many who are kind, brave and even noble as
"potential rapists?"  Especially since they're *not*? 
What of the vast majority who strive to be decent
citizens and men?  Are they "evil?" 
I think not!
