"protesting without a permit"? I haven't heard that before. Would they
have still needed a permit if they were on a public sidewalk instead of
in a park? How difficult is it to obtain a permit? How does the park
decide whether something counts as a protest, rather than say, a meeting
or a vigil?

It doesn't sound good, anyway. Although I do wonder if these experienced
peace activists WANTED to get arrested, since they figured it would make
more news. I wish there were more eyewitness quotes in the article. .
