Why have we achieved them? Okay - basically, competition between suppliers is one reason. Another is the (small, but real) tax breaks some types of companies can get by investing in "cleaner tech". Also, home consumption has actually fallen slightly (don't ask me either..). The government is also funding alternative energy (like the wind mentioned), including research. We have a company setting up plants in several cities which burn trash (for a lot of low quality paper, fex, burning cleanly is MORE eco-friendly than recycling). It's not free to us, but it's not THAT expensive either.
