Animals win - abusers lose
Aggravated animal cruelty is now a felony-level crime
in Colorado, thanks to an eleventh-hour amendment to
this year's omnibus crime bill (S. 1237). Adopted by
the General Assembly on May 7, 2002, the bill was
signed by Governor Owens. Colorado joins 35 other
states in mandating stiffer penalties for knowledgably
tormenting, torturing or killing an animal.

As others have pointed out, there is significant
correlation between tormenting animals as a youth and
harming humans as a teen or adult.
