A neat little snippet from a message board I read tonight:

If you pay attention you'll notice that politicos and their partners in the
elite media refer only to =registered= voters, and rarely mention =eligible=
voters.

The following figures were gleaned from a census site a while ago (don't
have the url).

There are 160 million people over 18 in US; this is the =eligible= voter
pool (known as the VAP - voting age population).

Only 67% of the VAP are registered.

On average only 50-60% of registered voters vote.

This means that on a good day only 40% of the VAP participate in an
election. If a candidate gets 60% of the votes cast, he's been elected by
less than 25% of the VAP.

So don't ever let any politico tell you he has a "mandate from the people."

Here are some specific voting turnouts. You do the math.

In 1960, 58.22 percent of the VAP (voting age population) registered to vote
and the actual turnout of those registered voters was 62.77 percent.

In 1968, 67.86 percent registered and the turnout was 60.84 percent.

In 1976, 68.96 percent registered and the turnout was 53.55 percent.

In 1984, 71.18 percent registered and the turnout was 53.11 percent.

In 1992, 70.79 percent registered and the turnout was 55.23 percent.

In 1996, 74.4 percent registered and the turnout was only 49.08 percent.
