Wow!  I did not notice the timing (which would have been late
July/early August).  Very astute observation.

Actually, my understanding is that he called the report `gossip' and
neither denied nor confirmed it.  So if it is real, it is a warning
shot, which makes it a normal strategem in courtier-type politics.

I tend to think Powell placed the story as a warning; that the story
was not placed by his enemies as a hope.  Also I think that what
Powell actually does in Jan 2005 is another matter, assuming he is
still Secretary of State.
