It's been my observation that at least part of the problem with improving public transportation is that Americans like their cars too much. If the state *was* to improve the system, I really don't know how many peope would actually take it. And of course, there's the question of who would pay for it. Even a place like DC that has a great public transportation system in the Metro winds up with loads of traffic.
