They can have them freely (in the gratis meaning) in AIDS consulting centers, high school, college infirmaries and some associations, but that implies talking to an adult.
. . . which takes us back to the maturity thing.
Of course, purchasing them in any kind of store may involve showing them to an adult (the cashier), and for some even *that* may seem too embarrassing.
And then there's the argument that buying or obtaining free condoms implies that one is planning to have sex, which makes it harder if "caught" (disease or pregnancy, frex) to say "I didn't plan it. I just got carried away in the moment."
