Where does transparency end and invasion of privacy begin?  

This federally funded database project tracks criminal and correctional
history, motor vehicle, pilot and boat licenses and registrations,
federal and local weapons and hunting licenses, voter registrations,
public digitized photos (I'm not sure exactly what that means), property
ownership, address history and utility records, US directory assistance
access, bankruptcies and US domain names.

I don't necessarily disagree with this (I am undecided on my position),
but it does seem that some of this information is irrelevant to a
terrorism task force. I can also see the HUGE potential for abuse of
this information. So far, the participating states are: Utah, Michigan,
Ohio, New York, Pennsylvania, Connecticut and Florida.

It will be interesting to see where this goes and what it evolves into.

The MATRIX project is implementing factual data analysis from existing
data sources to integrate disparate data from many types of Web-enabled
storage systems to identify, develop, and analyze terrorist activity and
other crimes for investigative leads.  This capability will facilitate
integration and exchange of information within the participating states,
including criminal history, driver license data, vehicle registration
records, and incarceration/corrections records including digitized
photographs, with significant amounts of public data record entries.
Provision has been made for the inclusion of data sources from
additional states, should expansion be authorized.  The use of factual
data analysis from existing data sources will save countless
investigative hours and significantly improve the opportunity for
successful conclusion of investigations.
