It's not 'hard' SF, but Andre Norton's _Breed To Come_
is about enhanced cats, dogs and rats that were left
behind when mankind emigrated; their use of primitive
technology and struggles with developing a functional
society are backdrop to the leading characters' growth
when confronted with mankind's return.
