I see. How would you characterize Japan's openness to imports, now and
before, say 1990? What fraction of Japan's GDP gap (that is, potential
GDP minus actual GDP) over the past 10 years can be explained by
trade policy, and why? How should Japan's trade policies be changed
to decrease the GDP gap, and what evidence do you have that such a
change will decrease the GDP gap? Is unemployment better in Japan or
America? What is the "natural" rate of unemployment in Japan? How many
percentage points has Japan's unemployment rate risen as a result of
their trade policy, and how does this number compare to that in America?
