Post-retirement health care is not a defined benefit retirement 
plan, John.  It's not subject to IRC 411(d) anti-cutback rules.

The DB plan ought to be encouraged, not abandoned.  A retiree who 
leaves at the wrong time can lose a lot of money with a DC plan, 
whereas a DB plan is a guaranteed benefit.  They're an important 
part of this country's retirees' welfare.
