Woops!  I wrote `principle' when I meant to write `principal'.  A
classic error.

The phrase `the principles in the projects' should have been 
`the principals in the projects'.

A _principal_ is the `highest in rank, authority, or importance'
according to  Webster's Collegiate Dictionary, 1958, but a 
_principle_ is a `settled rule of action'.  

My apologies.
