I'm wondering if someone could help me out here. I am looking for a reference on the "1989 Balanced Budget Agreement" between President Bush and Congress. Specifically I am looking for a description of what exactly the polices committed to and enacted as part of this deal were. Definite bonus points for any journal references or any other serious economic academic literature examining it.
