I don't see it.  Just off the top of my head, there
were very solidly verified examples of the Clinton
Administration using the INS to get ludicrously
invalid voters on the ballot prior to the 1996
election, and Democratic precinct captains paying for
votes in the big cities is so routine that people
don't even comment on it anymore.
