That loyal and  partisan Democrat, Rudy Giuliani, who
proudly spoke at the Democratic  convention in Boston
about how the treasonous Republican party made his  job
so much harder....oh, wait a second, something's wrong
with the  previous statement.

This is a total non-sequatar. What does Rudi's  poltics (or more precisely 
Rudi's political ambitions) have to do with Brin's  assertion that Clinton 
promulgated techniques developed in New York (as I  remember it the police chief 
Braton - a democrat -  was the chief  archtiect of this policy? Rudi and Bratton 
fell out over Bratton (at least in  Rudi's mind) taking too much credit. This 
is a problem with some of your  arguements. Rather than refute Brin's 
statement that crime went down under  Clinton, you make a clever but irrelevant 
comment.
