This was actually on the news a couple nights ago. I
don't think the story added any content other than
what is on the web.

That, of course, is the nature of bureaucracy. My
guess is that someone somewhere saw that he was out of
the army without completing his commitment and took
action. Normally this would be appropriate action. But
somewhere there was a failure of communication, and
the exact cause was not translated. 

But they interviewed Gen. Hagenback and at least he
seemed sincere about resolving this.
