I don't know how wide the bikepath on the bridge is, or how cold the Golden Gate gets in January, but I'd hate to get started and find myself clinging to a pole somewhere in an attack of vertigo. Should I plan on a nice drive instead?

The ride around the bay would be over 100 miles, I think. You could cut it off and cross one of the three bridges (Bay, San Mateo, Dunbarton) that cross the bay, but I'm pretty sure that they aren't as bike friendly as the G.G. If you're not in shape though, this is probably too much.

The bike path across the G.G. is wide and fenced. I have a moderate fear of heights and had no problem at all. You could walk across as well - it's definitely a very beautiful place. The weather in January is unpredictable, ranging from nice to miserable, but it can be cold and foggy in July too.
