The easiest explanation is a systematic error in sampling methodology.
Since the voting used many methodologies, in precincts run by both
Republicans and Democrats, we would have to postulate a pretty big
conspiracy between all voting machine operators to introduce this error.
Plus, with machines like optiscan (sp), it would be recheckable.
