There is a very good explanation for the simple correlations described.  

Forida has 67 counties.   Only 15 used touchscreens.   The remainder used
Opti-Scans.    Only one of the 15 touchscreen counties is in North Florida
- and that one being urban Duval County (Jacksonville.)    None of the
famous "Dixiecrat" counties of North Florida used touchscreens.

The 34 smallest counties in Florida, by registration, all used Opti-Scan.
Only 5 of the 50 smallest counties used Touchscreen.   In contrast, the
five largest counties in Florida by registration all used Touchscreens.
Clearly, there is a strong correlation between voting technology and
population... and the correlation between living in a rural county and
voting for Bush is well documented.

The article sites four examples of counties with high Democratic
Registration and High Bush vote totals - Baker, Dixie, Franklin, and
Holmes.    All four of these are small, rural, North Florida counties.
Moreover, two of these counties voted for Dole over Clinton in 1996, even
as Clinton won the State.   Three of them voted for Bush over Clinton in
1992.   Quite self-evidently, these counties are hardly the
Democratic-hotbeds their registration numbers suggest.
