I don't know what you call a plan for a democratic Iraq, but in my book that is "vision."
Vision requires more than a good idea, it requires a viable plan to accomplish what you envision and the competency to follow the plan. Bush is like the kid in the schoolyard that sees a couple of smaller kids fighting and decides to solve the problem. He approaches them, bashes one over the head and kicks the other in the nards and then brushes his hands together chuckling "mission accomplished"
With that kind of vision, short sightedness is a boon.
