I'm hoping that I'm wrong and you are right, Erik. But, given my understanding of Bush's basic beliefs concerning the economy, I am rather pessimistic about Bush's plan keeping SS as progressive as it is. In fact, I'll make an official guess** that Bush's plan will be less progressive than the present plan. Any other guesses?
