A free market presumes both freedom to and freedom from.

It is the job of people in a free-market economy to make sure you and
I have freedom from as well as freedom to. This may well mean
necessary social regulation, like those involving property rights.
I want freedom from your stealing from me. Stealing includes not only
my money, but my enjoyment of my dinner.
