The Pentagon is a giant sluggish bureaucracy always fighting the last war, or the one before that. Rumsfeld was corect in wanting it to do a modern "tranformation." Of course, from the Frontline interviews it is not clear if his priority was to get lighter, faster, more mobile forces, what is needed. Some on the program argue he wanted high-tech contracts to GOP contributors (my take) at the cost of reducing the number of troops further. His strong support of missile defense is not an example of transformation. His support of Stryker brigades is.an example of transformation as is his support of special forces. I will point out those are Clinton's Army elements.
