The Pentagon is a giant sluggish bureaucracy always fighting the last
war, or the one before that.  Rumsfeld was corect in wanting it to do
a modern "tranformation."  Of course, from the Frontline interviews it
is not clear if his priority was to get lighter, faster, more mobile
forces, what is needed.  Some on the program argue he wanted high-tech
contracts to GOP contributors (my take) at the cost of reducing the
number of troops further.  His strong support of missile defense is
not an example of transformation.  His support of Stryker brigades
is.an example of transformation as is his support of special forces. 
I will point out those are Clinton's Army elements.

It is also argued he sacked the Chairman of the JCS who was leading
the transformation and doing a pretty good job for typical Bush&Co.
reasons - not loyal enough, too much wants to do what he thinks his
job is and not what the Rove/Cheney "team" wants.

You have to realize that saying he wasn't an unmitigated disaster and
compares favorably to Bush is damning with my lowest possible praise. 
Would a rock have been better as SoD?  If you consider a rock as not
having Rumsfeld in office or having nobody in that position - yes, a
rock would have been much better.

BTW -- looks like the  gay prostitute fake journalist is just too
juicy for S-CLM to stay away from, just taking them an awful long time
to notice there is a heck of a story there.  It now turns out he was
invited to White House briefings before he worked for even a fake news
organization.  Gives new meaning to the phrase "who to you to sleep
with to get hired around here."
