And to my surprise, as I looked at some of these issues, one of the best national health care systems in the world. Not that I'm advocating a "the trains ran on time" mentality. But I've seen that one up close, in Chile, after Pinochet. Some of the unhappiness in Iraq is the inevitable result of people trying to figure out how to take responsibility for things that have long been dictated to them.
