I said one of the top 5, because I think that it would be difficult to place Saddam Hussein's Iraq lower than 5 among the worst regimes on Earth. I'm not going to argue with anyone who says that the DPRK or Zimbabwe is/are worse. After that, Iraq is in a mix with places like Turkmenistan, Myanmar, the Central African "Republic", Togo, and Sudan. I think you'd be straining to place all of those as worse than Iraq, though, so "Top 5" is about right.
