And giving evacuation orders that are 'unnecessary' (ain't hindsight grand?) is politically chancy: businesses lose several days' income, and the same for lower-end workers who really depend on every day's pay to keep their families fed/housed/healthy. I-10 is 4-lane, but clogs much too easily - all it takes is one accident or broken-down car to slow out-bound traffic to a mere trickle. When I worked at Oschner's Clinic in Covington, I worried about that, even though I was already on the inland side of the lake, b/c I still had to cross a big stretch of water to get truly inland.
