This article has more truth in it than you can ever imagine. Don't get me wrong, there are quite a few federal employees that are truly dedicated to their jobs and work hard every day. But there are also quite a few that are promoted because they were a "buddy", or the "buddy of a buddy", or maybe the secretary that looks awesome in her short skirt, but can't do a lick of secretarial work.
