Also the graphic as drawn suggests that they, like many other
government agencies, seem to be running around in circles . . .
Me thinks that what they really want would be a helical design,
showing that the disaster at the end of the cycle is a different
disaster than the one at the beginning, and making it clearer that
what the arrows show is that they learned from the last disaster and
are better prepared for the next, but perhaps as an entity of the
government they were loath to invite the inevitable comparison
between a helix and the threads of a screw . . .
