Yes, at least in one instance [HC is mentioned in two provisions and the second only says 'person']. But the basic aim declared at the beginning of the Bill, and sections 950b [subchapter VI], 950r and 950x [subchapter VII for both] are vague enough to be used to argue a suspension of Haebus Corpus for citizens if the need arises. If it was my govt I'd be very curious as to why they needed to introduce the concepts of both UEC and Alien UEC.
