Well, that's one solution I offered - separate the legal from the ceremony *entirely* (which would have made me happier, instead of the mish-mash of required ceremony even in a non-religious marriage).

But anyway, marriage is not a religious institution, even if it was originally a religious concept (and that is uncertain, it has meant so many things over the millenia). It's a legal institution. This "civil partnership" distinction is a red herring - *all* marriages are civil partnerships.
