And as ever it COMPLETELY misses the point. Yes, public areas are covered with cameras. Private areas are not. There is the Human rights act, and a right to privacy. America has no equivalent of those. The "criteria" used in the study mentioned also ignore how much must be authorised by a judge, and how much by a burocrat.
