Perhaps you know more about their situation than 
the little mentioned above, but people who have 
something like heart or breathing problems which 
allow them to walk short distances just fine but 
may be act up if they exert themselves by walking 
a greater distance qualify for handicapped 
parking permits.  It is not limited — and should 
not be limited — to people in wheelchairs or who 
look about 80 or 90 hard years old.

i am sure that is the case some of the time, there are exceptions to
every rule.  
here in california it is easy to get a doctor to authorize a placard. 
i had one when my wife had als, but i didn't abuse it.  i could have
got one when i had back surgery and using a walker and kept it.  
los angeles is the capital of yuppies who have no conscience.
