There is nothing "natural" about it. This sort of ludicrous paranoia
is exactly what I objected to in the original post.

ludicrous paranoia, hmmm? i would love to see this practice emulated
in other cities, within the parameters posted earlier. there are so
many ways to reduce emissions that can be approached gradually and
reasonably, so as not to restrict distribution and transportation over
much, and with limited economic impact on the middle and lower classes.
