High tech weapons are not inherently WMD. The traditional understanding of WMD encompasses nuclear weapons, biological weapons and chemical weapons. Fighter planes, which are most useful in defense, are not WMD. if you want to be technical, but other countries in the world, including arab countries, have wmd and we don't invade them. just like in the cold war, we choose our battles... saddam also.
