The Ghost Brigades by John Scalzi mentions "uplifted" races as part of his story plot. At the end of the book he acknowledges and credits the idea as originating with Dr. Brin. If you get a chance to pick up the series by John Scalzi: Old Man's War , The Last War and The Ghost Brigades, do so, they were an excellent read.
