I've been very thankful over the past day or so that Houston is, at least, above sea level and doesn't have to depend on electricity, pumping stations, canals, and floodwalls to get rid of heavy rainfall, and flooding is at most a temporary problem. (The worst thing about Katrina was the fact that New Orleans was going to *stay* flooded until enough infrastructure was working to get the water out of the city by *brute force*.)
